PS-DBM Suspends PhilGEPS Platinum Membership for Non-Compliant Corporations

Merchants are advised to submit updated General Information Sheets (GIS) with beneficial ownership information to avoid service disruptions.

Manila, Philippines—The Procurement Service of the Department of Budget and Management (PS-DBM) has issued PS Advisory No. 2025-015, announcing the suspension of PhilGEPS Platinum Membership for corporate merchants. This action is a direct consequence of the non-compliance with the requirement to submit the latest General Information Sheet (GIS) that includes Beneficial Ownership Information (BOI), which has been duly received by the Securities and Exchange Commission (SEC).

Why the Suspension?

The suspension follows PS Advisory No. 2025-007, which made the submission of the GIS with BOI a mandatory eligibility requirement for corporations seeking PhilGEPS Platinum Membership. This new rule is part of an effort to increase transparency and accountability in government procurement by clearly identifying the natural persons who ultimately own or control a company.

The PS-DBM sent email reminders to affected corporations in July 2025 to warn them of the new requirement and the impending suspension of their PhilGEPS Certificate.

How to Lift the Suspension

To have their PhilGEPS Platinum Membership suspension lifted, non-compliant corporations must submit the following documents:

  • The latest GIS with BOI, which must be stamped "received" by the SEC.
  • A notarized and latest PhilGEPS Sworn Declaration of Compliance. This document attests that the submitted documents are complete, authentic, and accurate. The template for this declaration can be downloaded from the PhilGEPS website.

Current Class "A" eligibility documents if their previous submissions have expired.

For One Person Corporations (OPCs), the SEC Registration Certificate may be submitted instead of the GIS with BOI.
The suspension will remain in place until these documents are successfully uploaded to the PhilGEPS system.

The requirement for beneficial ownership information is a key measure in the fight against corruption. By mandating that companies disclose who their ultimate owners are, the government aims to prevent the use of shell corporations for illicit activities and to ensure that only legitimate businesses with clear ownership structures can participate in government bidding.
